About CS2A

The General Presidents’ Maintenance Committee and National Maintenance Council for Canada has united International Building Trades Unions since 1952, negotiating and administering labour agreements for industrial maintenance across Canada.

Our Heritage

From our first contract at the Shell Refinery in Sarnia, we’ve grown to serve eight provinces with agreements that allow industry to employ 13 different trades under a single set of terms. Our success stems from the tripartite partnership of Project Owner/Clients, Signatory Employers, and Labour Providers—a dynamic relationship delivering value for over 70 years.

Recognizing Excellence

The Canadian Safety Achievement Awards represent the next stage in our commitment to industry leadership. Each year, top performers receive awards at our celebration banquet—recognition they can proudly display at workplaces, offices, and union halls as daily reminders of our shared commitment to safety. These awards create quantifiable benchmarks that drive healthy competition and continuously push safety standards higher across our industry.

Competitive Advantage

CS2A distinction sets winners apart in the marketplace. Signatory Employers and Labour Providers can leverage their awards on corporate resumes and project bids, demonstrating proven safety leadership to potential clients. This recognition helps distinguish our tripartite partners from alternative labour sources, showcasing their commitment to the highest standards of maintenance safety and operational excellence.

The Canadian Safety Achievement Awards provide an avenue to showcase stakeholder’s achievements, and celebrate success with industry partners.

Purpose

The Canadian Safety Achievement Awards acknowledge and reward maintenance industry stakeholders who work together to achieve exceptional safety performance in their annual work.

Objective

This initiative aims to strengthen the tripartite relationship in the industry, and continue the promotion of health and safety as a top priority in the maintenance sector.

Tripartite Stakeholders

GPMC | NMC’s success is built on bringing together three essential partners who each play a critical role in maintaining Canada’s industrial infrastructure. This tripartite relationship ensures projects are completed safely, efficiently, and with the highest skilled workforce available.

Project Owners & Clients

Major industrial facilities—from oil refineries to manufacturing plants—that need reliable maintenance to keep operations running. These companies depend on access to large numbers of skilled tradespeople for both routine maintenance and critical shutdowns.

Signatory Contractors

The maintenance companies that manage and execute work on industrial sites. They coordinate the workforce, ensure safety standards, meet project deadlines, and deliver quality results while providing stable employment and fair working conditions.

Skilled Trades Unions

The 13 International Building Trades Unions and their local affiliates who supply the trained workforce. These are the actual workers on-site—electricians, pipefitters, welders, and other specialists—who perform the critical maintenance that keeps Canada’s economy moving.
